The quality of an enterprise network is not measured by nominal conditions, but by its ability to detect and resolve anomalies before they impact service. This is where the Network Operations Center (NOC) becomes an infrastructural element, not just a simple operational outpost.
Observability: telemetry as a foundation
A modern NOC is not limited to SNMP polling of devices. Operational visibility requires the collection and correlation of heterogeneous data from multiple layers of the stack:
- Optical and transmission layer (power levels, BER, DWDM alarms)
- IP/MPLS layer (routing, BGP sessions, streaming telemetry)
- Colocation platforms and datacenter environments (power, cooling, access) and datacenter environments (power, cooling, access)
- Application and overlay services (VPN, SD-WAN, 5G private)
Multi-layer correlation reduces operational noise and lowers the Mean Time To Detect (MTTD), allowing the distinction of a root cause from dozens of secondary symptoms.
Measurable, not declarative, SLAs
An SLA is only valuable if it is verifiable. Objective KPIs are defined for each service class:
- Monthly and annual availability
- End-to-end latency and round-trip time
- Jitter and packet loss for sensitive traffic (voice, SMPTE 2110 video contribution, JPEG-XS)
- Restoration times differentiated by severity
Periodic reporting allows the customer to validate compliance and correctly size their application architectures.
Incident response: the structured human factor
Alert automation is necessary but not sufficient. Effective incident response is based on severity playbooks, clear escalation matrices, proactive customer communication, and systematic post-incident review. Mean Time To Repair (MTTR) is the metric that summarizes overall operational maturity.
24/7/365 Monitoring
Continuous monitoring covers enterprise fiber networks, wholesale services, TIER III/IV colocation, private 5G, connectivity for live events and DDoS protection. Availability is not an abstract contractual value: it is the result of repeatable processes, engineering expertise, and integrated observability tools.
